JUNEAU- Gov. Sean Parnell says a per-pupil funding increase would be part of an overall education package he introduces.

He says if legislators accept his proposal, he'd be glad to sign the bill. He says once they start making changes, which he fully expects, then the negotiations begin.
Parnell, in his State of the State address, said if legislators were willing to work with him in passing "real education reform," he would work with them to authorize an increase in the per-pupil funding formula.
Democratic Sen. Berta Gardner said she took that as Parnell holding-hostage student services to try to force legislators into policy changes some don't believe will necessarily improve schools.
Parnell said his bill also would include allowing for improved access to charter schools and new career technical opportunities.
