JUNEAU- U.S. Sen. Mark Begich has joined with several other Democrats in proposing a constitutional amendment requiring balanced federal budgets.
Begich's office in a release says the proposal would require that Congress balance the budget each year unless three-fifths of the U.S. Senate and House vote to override that requirement. The proposal would allow spending to exceed revenues in times of declared war.
Begich's office says the proposed amendment also would prohibit Congress from giving income tax breaks to millionaires unless the nation is running surpluses.
Begich said requiring the president and Congress to pass a balanced budget every year is common sense.
