Parnell lays out education vision in speech

JUNEAU- Gov. Sean Parnell used his State of the State address to lay out plans for changing Alaska's education system.

In prepared remarks, Parnell says he supports school choice and providing greater access to charter schools. He said he'll also propose increasing per-pupil spending and scrapping the high school graduation exam.
In its place, he said he will propose that high school students take tests like the ACT or SAT within two years of their expected graduation rate, with the first test taken at state expense.
Parnell also called on lawmakers to pass a proposed constitutional amendment that would strike a constitutional provision prohibiting the state from using public funds for the direct benefit of private and religious schools.
