ANCHORAGE- An attorney for the former project manager of the Port of Anchorage expansion says a city lawsuit against the firm should be dismissed.

The municipality in March sued Integrated Concepts and Research Corp., claiming the company's work was deficient.
ICRC attorney Kurt Hamrock in court Thursday said that as a federal contractor, ICRC is protected by sovereign immunity, just like the federal government.
He says the company did nothing outside the scope of its contract and that only actions exceeding the contract provisions can be the basis for a lawsuit.
The city is seeking millions to replace dock sections that buckled. A 2012 study concluded the design was flawed.
