Developed as a program by the U.S. Forrest Service in Los Angeles in the 1970's to provide overall incident management skills. ICS is a standardized on scene all hazards incident management approach. The sysytem allows for easy integration of facilities, equipment, personnel, procedures and communications forming one common organizational structure. The flexibility of the system is one of the reasons it has been adopted as the standard.
