ANCHORAGE- A 19-year-old man is accused of shooting his 22-year-old neighbor, leaving him with life-threatening injuries.

Talon Draper was arrested on an assault charge in connection with the shooting early Tuesday morning at an apartment complex in the city's east side.
Police say the victim, Jermaine Twiley, is hospitalized in critical condition.
According to police, officers had been to the home an hour earlier in response to reports of a disturbance between a woman and Twiley.
Police say Draper said he heard what sounded like a fight between a woman and a man later identified as Twiley.
Draper told police he grabbed a rifle, opened his door and ordered a fleeing Twiley to stop. He said he shot Twiley when he saw him reach down with his hands.
