JUNEAU- U.S. Sen. Mark Begich has proposed creating a new tier of insurance policies with lower premiums under the federal health care law. Begich says the "copper plans" would include those services listed as essential health benefits under the law. While offering lower premiums, they would require higher out-of-pocket expenses. There are five levels of plans available through online insurance marketplaces: bronze, silver, gold, platinum and catastrophic, though catastrophic plans are only available for certain individuals. In a statement, Begich called his proposal a common sense solution that gives individuals access to more affordable options. Begich has defended the health care law but also supported a number of ideas aimed at making it work better. He recently signed onto legislation that would allow individuals to keep their existing policies through 2015.
