Rep. Andy Josephson says the proposal is aimed at forcing discussion of the issue.
Gov. Sean Parnell in November cited cost concerns in rejecting mounting calls to expand Medicaid.
The U.S. Supreme Court, in upholding most of the federal health care law in 2012, also held that states can't lose existing Medicaid funding if they don't expand Medicaid coverage levels.
In states expanding the program, the federal government is expected to cover the cost the first three years, through 2016, and the bulk of the cost indefinitely, with the states contributing.
Josephson said the proposal, expected to be rolled out this week, calls for state participation unless federal support fell below 90 percent.
