JUNEAU - Governor Parnell delivers his State of the State address outlining his priorities for the 28th Legislative Session.

He is setting his sights on reworking the state's oil tax structure, solidifying a plan for an in-state gas pipeline, continuing his 'Choose Respect' campaign, and increasing graduation rates.

Parnell set a goal to increase high school graduation rates to 90 percent by 2020. Currently, 70 percent of students in the state of Alaska graduate high school.

In response to the Governor's address, democrats say they remain focused on education and want to make state schools more competitive. Rep. Beth Kertulla, a democrat from Juneau, says teachers need to know their jobs are secure, and says the Governor wants to require more of our students but less of our oil industry.

Senator Johnny Ellis, a democrat from Anchorage, agrees with Kertulla that the Governor's new bill is still a give away. He says the proposal would short give the state by $2 billion a year and Alaskans will no long receive their fare share of these prophets.

In terms of an in-state gas pipeline, Parnell has set a deadline for the Alaska Pipeline Project to commit to an all-Alaskan pipeline by February 15th.

He's also continuing his 'Choose Respect' campaign asking for the legislature to support a comprehensive package that would fund more troopers and village public safety officers. The plan would also increase consequences for child pornography predators and have court ordered GPS tracking for abusers and stalkers.
