JUNEAU- Juneau is cracking down on homeowners who routinely leave their garbage out, attracting bears.

The City and Borough of Juneau Assembly voted Monday to criminalize homeowners, even if they rent the home to someone else.
Violators who intentionally, knowingly or recklessly leave out "attraction nuisances" face a Class A misdemeanor. Incidents deemed criminal negligence face lesser Class B misdemeanors, and others face the possibility of civil fines.
The assembly defines "attraction nuisance" as anything that is more than a half-gallon of stinky material, organic matter that has attracted bears previously or soiled disposable diapers.
Exceptions are made for containers with lids that require hands or tools to open, or bear-resistant containers designed to be picked up by a garbage truck.
